Pre-Admission Screening & Resident Review (PASRR) is a federally mandated program created in 1987 as part of the nursing home reform, from language in the Omnibus Budget Reconciliation Act (OBRA).  It requires all states to pre-screen all individuals, regardless of age or payor source, seeking admission to a Medicaid certified nursing facility.  While each nursing facility has long been required to follow the timelines and protocols for new admissions who meet the criteria, recent updates to the Long Term Care codes of federal regulation have presented an increased focus on assuring these protocols during the survey process. 

 This course will review the rules, protocols, timelines and definitions that are all a part of the PASRR process.  Additionally, insights will be shared based on feedback obtained from different state PASRR representatives and service providers, to equip the course registrant with tools and clarifications of the regulatory expectations.
